Can this be cut down into smaller lengths? And if so, how do you make the electrical contact after cutting it down?
You can cut it. You\'ll have to pry the connector off and reattach it at the cut end. I have cut a bunch of these to get it to fit my project and it worked well.

Is this a linear sensor? Is the change in stretching distance linearly proportional to change in resistance?
It\'s not a true linear sensor. The resistance increases when it is pulled because the particles get further apart when the material is stretched thin. You can measure how much the sensor is stretched more or less by measuring how high the resistance is. More stretched = more resistance. Calibrate the values before use to see if someone/something is stretching it or not. Values can vary from batch to batch so make sure to calibrate for the sensor you\'re using. It\'s great for measuring if it\'s stretched thin or hanging loose.
